Synopsis of Comments <br /> Goal 2 - Sewage Disposal <br /> Provide adequate and appropriate sewage disposal facilities for 0 49 <br /> all current and future residents. <br /> B. Alternative System Policies (Draft Policy) <br /> (See Preceding Page) <br /> Orange Water & Sewer Authority (Continued) <br /> State regulations and permitting processes already prohibit the use of <br /> package treatment plants and all other point source discharges in all WS-I <br /> water supply watersheds or watersheds for which a WS-I reclassification <br /> request is pending (such as for University Lake and Cane Creek Reservoir <br /> watersheds) . <br /> A very conservative regulatory approach is justified for community <br /> wastewater disposal systems. Because of their size, the failure of these <br /> systems, particularly those within water supply watersheds, will present <br /> significant health and environmental consequences. <br /> 3. Consideration should be given to requiring performance bonds for such <br /> systems. <br /> • Where on-site and cluster water supply and wastewater collection and <br /> treatment systems are used, easements should be required to be dedicated <br /> to permit the orderly extension of public water and sewer services and <br /> facilities in the event such extensions are needed in the future to <br /> alleviate a problem or to provide for planned growth. This requirement <br /> should apply to all property through which an extension of a, water main or <br /> sewer interceptors and mains may be needed in the future. This would <br /> facilitate the completion of such extensions in an economical and timely <br /> manner. <br /> In the Georgetown Divide Improvement District (California) , in <br /> subdivisions where on-site wastewater systems are used, developers within <br /> the district are required to dedicate easements for future sewer systems. <br /> On-site disposal systems are designed so that as much of the system as <br /> possible can be used if and when a central system is installed. <br /> Environmental Affairs Board <br /> 2. In Goal II, number 1 under Alternative System Policies <br /> on page 2 of the document, there is a discussion of the <br /> use of alternatives to traditional septic systemas should <br /> be facilitated on land unsuitable for septic tanks and <br /> not served by public sewer. " The Board feels that in <br /> such areas the requirement for a Performance Bond should <br /> be explored. This should be .included as an' option under <br /> Goal <br /> 2---3 <br />
