(paThe <br /> following specific points require clarification: <br /> 1) Under these regulations what can you do with a small <br /> treatment plant that you can't do with a large treatment plant? <br /> 2) How is a package plant to be defined? <br /> 3) Why is the cutoff point 3.000 gpd? <br /> 4) What is the approval process, e.g., in what circum- <br /> stances is a public hearing required? <br /> 5) Does this section of the policy apply to the entire <br /> County, or is it only applied to the watersheds or other specific <br /> areas? <br /> 6) If there is a package plant with greater than 4.000 <br /> gpd, and it is not located in a special district. then is it <br /> addressed in this policy? <br /> 7) Is there it deliberate attempt to discourage small <br /> developments and encourage large developments? If so. the policy <br /> should state this clearly. <br /> 8) Better understanding would be achieved if the two types <br /> of things, i.e.. water/serer policy and zoning for sewage disposal. <br /> were separated. <br /> Orange Water & Sewer Authority <br /> B. Alternative teas policies <br /> . 1s section is unclear as it appears to both encourage and discourage <br /> alternative systems and package plants, without including a definition of <br /> such systems. The policy should state who will determine what type of <br /> system is appropriate for a site. Applicable laws and regulations should <br /> be referenced, not restated. Now will the use of these systems be <br /> discouraged where it is determined necessary? What alternatives will be <br /> permitted and encouraged? The use of alternative <br /> acceptable where suitable site conditions exist alternative systems <br /> perpetual operation and maintenance can be assured. <br /> 2-B-2 <br />
