043 <br /> Synopsis of Comments <br /> Goal 2 - Sewage Disposal <br /> Provide adequate and appropriate sewage disposal facilities for <br /> all current and future residents. <br /> A. General Policies (Draft Pol i cg) <br /> General Policies. <br /> 1 . Sewage disposal needs should be met in a manner <br /> consistent with existing agricultural , water quality <br /> critical area, environmental protection and buffer <br /> policies. <br /> 2. The type of sewage disposal facilities appropriate for <br /> an area should be identified as a function of the <br /> magnitude of present and future demand; the distribution <br /> of users; and the capacity of the natural environment to <br /> absorb the impact. <br /> 3. Discharges of any waste by a residence, place of <br /> business or place of assembly shall be in accordance <br /> with Article 11 ( Sanitary Sewage Systems) of Chapter <br /> 130A of the General Statutes of North Carolina. <br /> 4. Where any waste is discharged into the OWASA, Durham, <br /> Mebane or Hillsborough sewage treatment facilities by a <br /> residence, place of business or place or assembly, it <br /> shall be capable of being treated by biological means. <br /> 5. Dn-site disposal should be encouraged in low-density and <br /> rural areas where soil conditions are acceptable. in <br /> rural areas with unacceptable soils, State-approved on- <br /> site sewage disposal systems will be required. <br /> 6. The buyers of property In the County should be fully <br /> informed about the on-site sewage disposal characteris- <br /> tics of the sites on their property. <br /> Orange Water & Sewer Authority <br /> A. General Policies <br /> 1. Sewage disposal needs should be met in a manner consistent with land use <br /> plans and growth management policies, including those policies listed in <br /> the first paragraph. <br /> 2. The present and potential availability of public utility services must <br /> also be considered in evaluating appropriate types of sewage disposal. <br /> The evaluation of appropriate sewage disposal alternatives will require <br /> assistance from State and local agencies and individuals with expertise <br /> and experience in the field of wastewater collection and treatment system <br /> design, operation and maintenance.
