041 <br /> Synopsis of Comments <br /> Goal 1 - Water Supply <br /> Provide clean and safe water supplies available and adequate to <br /> meet the future needs of the residents of 'Orange County. <br /> D. Watershed Protection Policies (Draft Policy) <br /> (See Preceding Page) <br /> Town of Carrboro <br /> Carrboro supports the concept of creating an on-site <br /> wastewater treatment system inspection program, not only within <br /> the portions of the water supply watersheds that are designated <br /> Water Quality Critical-Area, but in the entire watershed area at <br /> a minimum. Ideally, this program should include all on-site <br /> wastewater treatment systems permitted by the County. <br /> Programs such as the Soil Conservation Service and the <br /> activities of the Sedimentation and Erosion Control Office should <br /> not only continue to be supported, but should be considerably <br /> strengthened so that they can adequately meet the increased need <br /> associated with continued growth and development. <br /> Town of Chapel Hill <br /> 4. Education efforts and periodic inspection of septic systems <br /> because the joint planning agreement contemplates that the <br /> watershed and rural buffer areas are to be developed at low <br /> densities without public water and sewer services. <br /> Agencies concerned with water quality have often been con- <br /> cerned about water and sewer extensions in drinking water <br /> watersheds because such extensions are a step toward devel- <br /> opment at high densities. Various studies have shown that <br /> pollution- of untreated water supplies tends to increase with <br /> increased development and impervious surfaces such as roads <br /> and parking lots. We have a similar concern that water and <br /> sewer extensions in the rural buffer could lead to future <br /> development at urban densities. <br /> For these reasons, we support having education and informa- <br /> tion programs for owners and builders of private water and <br /> wastewater systems, and suggest periodic inspections by a <br /> public agency of private systems. <br /> 1-B-3 <br />
