039 <br /> Synopsis of Comments <br /> Goal 1 - Water Supply <br /> Provide clean and safe water supplies available and adequate to <br /> meet the future needs of the residents of Orange County. <br /> B. Watershed Protection Policies (Draft Policy) <br /> Wetpr q hed Protpc+ion Pa l i s le <br /> 1 . Watershed protection should be given a high priority in <br /> any activity related to land use planning in Orange <br /> County. <br /> 2. Prime reservoir sites should be designated, based on an <br /> evaluation of water resources throughout the County, to <br /> protect those areas from adverse development impacts and <br /> to insure that inappropriate restrictions are not placed <br /> on a large population of the land area and land <br /> resources of the County. <br /> 3. Policies should be adopted and implemented which specify <br /> land use patterns and intensities of development in <br /> water supply watersheds and water quality critical areas <br /> that will minimize potential adverse impacts on water <br /> quality. <br /> • <br /> 4. Adequate protection standards should be delineated and <br /> established for watersheds in unzoned portions of the <br /> County. <br /> 5. Programs which help to protect water quality, such as <br /> the Soil Conservation Service and Sedimentation and <br /> Erosion Control , should be supported. <br /> 6. A program of monitoring water quality in Orange County <br /> streams should be established and funded in coordination <br /> with other agencies. In conjunction therewith, an on- <br /> site wastewater treatment inspection program within the <br /> portions of water supply watersheds designated Water <br /> Quality Critical Area should be established. <br /> Economic Development Commission <br /> 2. Monitoring Water Quality (page 1. item 6). Is local <br /> monitoring, in addition to state monitoring. really needed? If so. <br /> how will this be done? What is the county role and who defines it? <br /> Perhaps the policy should make the case for local monitoring. state <br /> an intent to carry out local monitoring and an intent to develop a <br /> method for that local monitoring. At a later date. when the process <br /> is clearly defined. the water/sewer policy could be amended to <br /> include it. <br /> 1-B-1 <br />
