Purposes of the Policy <br /> The policy should clarify that it is intended for develop- <br /> ment regulation purposes, economic development reasons, pub- <br /> lic health and any other purposes and state why the policy <br /> was prepared. Clarifying the geographic areas in which the <br /> policy would apply would also be helpful. <br /> 2. Management of Water Surmli e <br /> As discussed in the agenda item on the Orange County bond <br /> referendum, we propose creation of a central Orange County <br /> water and sewer entity. We suggest reconsideration of the <br /> provision in the draft County water and sewer policy that <br /> "Water supplies should be identified, developed and managed <br /> by the County in conjunction with its municipalities and <br /> surrounding jurisdictions. . ." <br /> • <br /> • <br /> 1-A-3 <br />
