Tne draft policy recommends that Orange County identify, develop, and
manaae water supplies in the County. This can be interpreted to mean that
the County proposes to manage all existing and proposed supplies within
the County. Does the statement `managed by the County" apply to
0S-owned supplies such as University Lake, the Stone Quarry Reservoir
and Cane Creek Reservoir? Is it feasible for the County to "develop" such
water supplies?
This paragraph should state that in evaluating these issues and concerns
Orange County will also work with water and wastewater utility provioers,
not just the municipalities, within the County.
2. Needs should be met consistent with land use plans and growth management
policies, including agricultural, water quality critical area, watershed
and environmental protection, and buffer policies.
1-A-1
