029 <br /> 17 <br /> Goal 5 - Financial Participation <br /> Establish a basis for Orange County's participation in the <br /> financing of water and/or sewer services and facilities. <br /> A. General Policies <br /> 1 . Orange County's investment in for projects which <br /> have a relation to safeguarding the public health, <br /> safety and general welfare is restricted to the <br /> expenditure of revenues generated through approved <br /> bond issues. Orange County will not participate in <br /> projects which will benefit exclusively private <br /> interests. Public expenditures shall further be <br /> limited to projects in approved service areas <br /> (Transition Areas designated on the Land Use <br /> Element of the Comprehensive Plan) and/or for which <br /> there is County funding responsibility. <br /> 2 . Upon a decision by the Board of Commissioners that <br /> funding for a project is available and that <br /> criteria for approval have been met, the basis for <br /> County participation shall be on a cost-effective <br /> pay-back basis. <br /> 3. Water and/or sewer facilities and/or extensions for <br /> the purpose of addressing a public health hazard <br /> may be financed by the following means: <br /> a. Revolving fund; <br /> b. State/Federal grants and loans; and/or <br /> c. General Fund and Enterprise Fund <br /> contributions. (Includes both capital and <br /> operating funds) <br /> General Fund contributions, both capital and <br /> operating, will be used only if funding cannot be <br /> obtained from other sources. <br /> 4. Water and/or sewer facilities and/or extensions <br /> for economic development purposes or for the <br /> development/ expansion of a County-owned system may <br /> be financed by the following methods : <br /> a. Revolving fund; <br /> b. State/Federal grants and loans; and/or <br />
