027 <br /> 15 <br /> served by the requested water or sewer <br /> utilities. <br /> b. Approximate additional cost of installing <br /> oversized utilities to serve the development <br /> in the area of the proposed project. <br /> c. Signed statement of the water or sewer service <br /> provider to whose system the requested <br /> utilities will be connected, stating their <br /> willingness to serve the proposed project as <br /> well as any other anticipated development in <br /> the area specified by the County. The <br /> statement should attest to their capabilities <br /> for meeting all the required needs of utility <br /> services for the project including foreseeable <br /> expansion as well as other existing and <br /> potential development specified by the County <br /> in the area of the project. <br /> C. Project Selection Policies <br /> 1. Water and/or sewer projects to be funded will be <br /> selected using the following criteria: <br /> a. The project must be in conformance with the <br /> Land Use Element of the Comprehensive Plan. <br /> b. The project must be outside a protected <br /> watershed or where proposed to be within a <br /> protected watershed, be able to show the <br /> proposed development is compatible with <br /> maintaining water quality. <br /> c. The project must be assured of having the <br /> proper zoning at the proposed site. <br /> d. The project must improve job opportunities <br /> available to Orange County citizens, <br /> especially for women and minorities unless <br /> there is a statement by the project applicant <br /> that job opportunities available for women and <br /> minorities will be equal to those of other <br /> Orange County citizens. <br /> e. The project must provide jobs with wage scales <br /> in compliance with applicable State/Federal <br /> guidelines. <br />
