026 <br /> 11; <br /> 5. Where a public facility beyond the corporate limits <br /> and extraterritorial jurisdiction of a municipality <br /> is to be served, advance approval of the Board of <br /> Commissioners on the siting of the facility and <br /> County participation shall be obtained. The extent <br /> of County involvement shall be limited in, such <br /> instances to the extent that the facility will <br /> benefit the residents of Orange County. <br /> 6. Orange County shall have title to any water and <br /> sewer utilities which is funds; provided, however, <br /> such title shall only be required where water/sewer <br /> lines are extended beyond the existing utility <br /> service area of a municipality or publicly-owned <br /> system. Where County funding for projects outside <br /> an existing utility service area are repaid, title <br /> to the water and sewer utilities shall be granted <br /> to the municipal or public system. In the latter <br /> case, the County may attach conditions to the <br /> transfer of title which require that connections <br /> and/or uses must be, limited in such a manner to be <br /> consistent with the Land Use Element of the <br /> Comprehensive Plan. <br /> B. Application Policies <br /> 1. A request for funding water and sewer utilities may <br /> be made by any individual, agency or corporation or <br /> any municipality within Orange County; provided, <br /> however, Orange County will enter into water/sewer <br /> supply and/or treatment agreements only with public <br /> bodies and/or utility providers . <br /> 2 . All requests for funding shall be made to the <br /> County Manager's Office, accompanied by the <br /> required application material. The Board of <br /> Commissioners may establish funding in the annual <br /> budget for the County share of participation in <br /> water and/or sewer projects . (See Project Selection <br /> Policies. ) <br /> 3. Upon receiving a request for water or sewer <br /> utilities, the County Manager will gather the <br /> following information: <br /> a. A map and brief report identifying existing <br /> anticipated areas of development that could be <br />
