025 <br /> 13 <br /> Goal 4 - County Involvement <br /> Establish a basis for Orange County's involvement in the <br /> provision of water and/or sewer services and facilities. <br /> A. General Policies <br /> 1 . Water and sewer utilities extended to a development <br /> shall be based on good engineering practice and <br /> shall be determined by the long-range plans of the <br /> utility system to which they are connected. <br /> Utility extensions will be considered by the County <br /> in conjunction with assessments of potential growth <br /> and service need in the area. <br /> 2 . Orange County may consider providing financial <br /> assistance for the completion of water and/or sewer <br /> facilities, as provided in this Section. Funding <br /> assistance may be available for completion of <br /> engineering studies, easement acquisition, water <br /> and sewer lines including pipe and ancillary <br /> equipment such as water pumps, sewer pumps, valves, <br /> pump houses, fire hydrants, and water and sewer <br /> treatment plants as well as the actual construction <br /> of these utilities. <br /> Orange County may participate in providing <br /> financial assistance for a water and/or sewer line <br /> extension only if the termination point of the <br /> extension is an economic development project or <br /> serves a public safety or essential public service <br /> purpose. Any connections between the beginning and <br /> termination points of the extension must be <br /> consistent with the Land Use Element of the <br /> Comprehensive Plan. <br /> 3 . Major water and sewer utilities will be funded to a <br /> reasonable point along the property line of an <br /> approved project, within the limitations of <br /> available funds . Major water and sewer extensions <br /> are defined as projects where pipe sizes greater <br /> than eight (8) inches in diameter are extended more <br /> than 750 feet beyond existing facilities . <br /> 4. Water and sewer utilities must be built to the <br /> standards and specifications of the municipality, <br /> private association or water or sewer authority to <br /> whose system they are connected. <br />
