023 <br /> 11 <br /> a. The project is located in Urban and Transition <br /> Areas as designated in the Land Use Element of <br /> the Comprehensive Plan; <br /> b. Service to the project is available through a <br /> water and/or sewer line extended to address a <br /> public safety and/or essential public service <br /> purpose and hardships solely the result of the <br /> inability to use the land proposed to be <br /> served by said services; i.e. , if the soil at <br /> a site is not suitable for individual on-site <br /> or alternative wastewater treatment systems; <br /> or <br /> c. The project is an approved master-planned <br /> development for residential purposes <br /> consisting of at least 500 acres or dwelling <br /> units in which the existing zoning of the site <br /> is retained and which qualifies for water <br /> and/or sewer service through an approved <br /> system of density bonuses established for the <br /> purpose of achieving affordable housing, <br /> energy efficiency, recreation/open space, and <br /> environmental protection goals. <br /> "Development project" refers to any residence, <br /> place of business or place of assembly, and any <br /> major or minor subdivision, special use or planned <br /> development which requires the approval of Orange <br /> County through administration and enforcement of <br /> the N.C. State Building Code or its Zoning and <br /> Subdivision Regulations. <br /> 4.
