021 <br /> 9 <br /> annexation by municipalities once development is <br /> proposed or has occurred, areas proposed for or <br /> with individual on-site or alternative wastewater <br /> treatment systems would represent a potential <br /> concern to the municipality, private association or <br /> water or sewer authority to whose system the <br /> development was to be connected. For this reason, <br /> Orange County will evaluate the following <br /> provisions for inclusion as part of its approval <br /> processes : <br /> a. That a proposed development within a <br /> Transition Area be required to extend the <br /> water and/or sewer services of the <br /> municipality, private association or water or <br /> sewer authority to whose system the <br /> development was to be connected; <br /> b. That minimum lot sizes in Transition Areas be <br /> significantly increased until such services <br /> were available; and <br /> c. Where alternative wastewater treatments <br /> systems are employed, that utility easements <br /> be dedicated for the orderly extension of <br /> future utility systems, that alternative <br /> systems be designed to acceptable utility <br /> standards, and that a binding commitment be <br /> provided requiring connection to the utility <br /> system when they are available. <br /> 3. The lot size for a residence, place of business or <br /> place of assembly shall be appropriate to the <br /> method of water supply and sewage disposal. <br /> 4. In cases where the construction and completion of a <br /> development project would require water and/or <br /> sewer permits granted by a local, State or Federal <br /> agency, that agency shall officially approve by <br /> certificate or permit the development project. <br /> a. - Plans for a proposed public or community <br /> sewage system shall be approved by the Health <br /> Department Director or the Division of <br /> Environmental Management of the N.C. <br /> Department of Natural Resources and Community <br /> Development, whichever is appropriate. <br /> IMMIIMMIIMMEmmor <br />
