7• <br /> 017 <br /> 5 <br /> zoned township; or <br /> b. A Preliminary Subdivision Plat for property <br /> located in an unzoned township; <br /> and only in the following situations : <br /> a. On land unsuitable for conventional on- <br /> site sewage disposal systems and which is <br /> not served by public sewer; or <br /> b. On land suitable for conventional on-site <br /> sewage disposal systems and which is not <br /> served by public sewer but where, through the <br /> clustering of dwelling units, open space is <br /> preserved for providing recreation areas <br /> and/or for scenic, environmental and <br /> agricultural protection purposes. <br /> 4. The use of alternative wastewater treatment systems <br /> will be governed by the following State/local <br /> regulations: <br /> a. Alternative wastewater treatment systems <br /> of with a design capacity of 3000 gallons per <br /> day or less, the effluent from which is not <br /> discharged to surface waters, shall be <br /> approved by the Orange County Health <br /> Department. <br /> b. Alternative wastewater treatment systems with <br /> a design capacity of 3000 gallons per day or <br /> more and/or which discharges effluent to <br /> surface waters shall be approved by the N.C. <br /> Division of Environmental Management or N.C. <br /> Division of Health Services, whichever is <br /> applicable; provided, however, discharge <br /> systems such as package treatment plants and <br /> other point source discharges will not be <br /> approved in a WS-i water supply watershed and <br /> a watershed for which a WS-I classification <br /> request is pending. <br /> 5. The duties and responsibilities adjunct to the <br /> design, construction, and operation and maintenance <br /> of alternative wastewater treatment systems should <br /> be specified as a requirement in the permitting <br />
