To this end, <br /> the County should establish an on-going public <br /> education program to inform home and property <br /> owners of issues, concerns, and operation and <br /> maintenance needs associated therewith. <br /> 6. The life and proper functioning of individual on- <br /> site ground absorption sewage disposal systems can <br /> be limited by wastewater volumes, soil conditions, <br /> the quality of operation and maintenance, and other <br /> factors. For these reasons, the County will <br /> evaluate the feasibility of requiring back-up <br /> drainf ields. <br /> B. Alternative Systems Policies, <br /> 1 . The use of alternatives to traditional individual <br /> on-site sewage disposal systems should be <br /> facilitated. The elimination of administration and <br /> informational barriers to the use of safe, sanitary <br /> alternative wastewater treatment systems within the <br /> County should be encouraged. <br /> 2 . Alternative wastewater treatment systems include: <br /> a. Discharge systems such as package treatment <br /> plants which discharge into a natural water <br /> course and do not depend on the soil for <br /> treatment. <br /> b. Non--discharge systems which are used where <br /> pollutants found in the wastewater can be <br /> adequately removed through distribution to the <br /> soil. Non-discharge systems are generally <br /> known as ground absorption systems consisting <br /> of land application systems by spray <br /> irrigation onto the surface of the soil and <br /> variations of the conventional ground <br /> absorption system based on low pressure <br /> injection of wastewater into the soil. <br /> 3 . The use of alternative wastewater treatment systems <br /> will be permitted as a means of sewage disposal <br /> only after the approval of: <br /> a. A Special Use Permit for property located in a <br />
