.+- 016 4 systems should be fully informed about the on-site sewage disposal characteristics of their property or the disposal site located thereon. To this end, the County should establish an on-going public education program to inform home and property owners of issues, concerns, and operation and maintenance needs associated therewith. 6. The life and proper functioning of individual on- site ground absorption sewage disposal systems can be limited by wastewater volumes, soil conditions, the quality of operation and maintenance, and other factors. For these reasons, the County will evaluate the feasibility of requiring back-up drainf ields. B. Alternative Systems Policies, 1 . The use of alternatives to traditional individual on-site sewage disposal systems should be facilitated. The elimination of administration and informational barriers to the use of safe, sanitary alternative wastewater treatment systems within the County should be encouraged. 2 . Alternative wastewater treatment systems include: a. Discharge systems such as package treatment plants which discharge into a natural water course and do not depend on the soil for treatment. b. Non--discharge systems which are used where pollutants found in the wastewater can be adequately removed through distribution to the soil. Non-discharge systems are generally known as ground absorption systems consisting of land application systems by spray irrigation onto the surface of the soil and variations of the conventional ground absorption system based on low pressure injection of wastewater into the soil. 3 .
