0153 <br /> Goal 2 - Sewage Disposal <br /> Provide adequate and appropriate sewage disposal facilities <br /> for all current and future residents. <br /> A. General Policies <br /> 1 . Sewage disposal needs should be met in a manner <br /> consistent with land use and growth management <br /> policies, including agricultural preservation, <br /> and watershed and environmental protection <br /> policies. <br /> 2 . The type of sewage disposal facilities appropriate <br /> for an area should be identified as a function of <br /> the magnitude of present and future demand; the <br /> distribution of users; the present and potential <br /> availability of public utility services; and the <br /> capacity of the natural environment to absorb the <br /> impact. The determination of appropriate types of <br /> sewage disposal facilities in the County should be <br /> made in close cooperation with utility service <br /> providers, both public and private, and with <br /> municipalities. <br /> 3. Wastewater discharged by a residence, place of <br /> business or place of assembly shall be capable of <br /> being treated: <br /> a. By physical, chemical, and biological <br /> processes; <br /> b. In accord with the wastewater treatment and <br /> disposal practices of the sewer utility <br /> treating the wastewater; and <br /> c. In accord with Article 11 (Sanitary Sewage <br /> Systems) of Chapter 130A of the General <br /> Statutes of North Carolina. <br /> 4 . On-site disposal should be encouraged in low- <br /> density and rural areas where soil conditions are <br /> acceptable. In rural areas with unacceptable <br /> soils, State-approved on-site sewage disposal <br /> systems should be required. (See Subsection S - <br /> Alternative System Policies . ) <br /> 5.
