r , <br /> 013 <br /> GOAL 1 - WATER SUPPLY <br /> Provide clean and safe raw water supplies available and <br /> adequate to meet the future needs of the residents of Orange <br /> County. <br /> A. General Policies <br /> 1. Orange County should cooperate with its <br /> municipalities, water utility providers, and <br /> surrounding jurisdictions to identify and <br /> develop required water supplies so that available <br /> resources are balanced with existing and projected <br /> needs on a local and regional basis. <br /> 2 . Orange County's primary responsibility will be to <br /> assist in the development of water resources, <br /> including the establishment of necessary <br /> organizational structures and arrangements that <br /> would operate and maintain raw water and treated <br /> water resources. <br /> 3. Raw water supply needs should be met consistent <br /> with land use plans and growth management policies, <br /> including agricultural preservation, and watershed <br /> and environmental protection policies. <br /> B. Watershed Protection Policies <br /> 1 . Watershed protection should be given a high <br /> priority in any activity related to land use <br /> planning in Orange County. <br /> 2 . Based on an evaluation of water resources <br /> throughout the County, existing and proposed water <br /> supply watersheds as well as prime reservoir sites <br /> should be designated to protect those areas from <br /> adverse development impacts and to insure that <br /> inappropriate restrictions are not placed on <br /> large portions of the population or land resources <br /> of the County. <br /> 3. Existing watershed standards and policies should be <br /> evaluated to assure their effectiveness in <br /> accomplishing water quality protection and supply <br /> objectives. Where necessary, technically sound and <br /> legally defensible revisions to those standards and <br /> policies should be adopted and implemented which <br /> specify land use patterns and intensities of <br />
