ORANGE COUNTY RECREATION & PARKS ADVISORY COUNCIL Presentation to Board of County Commissioners May 17, 1988 The Orange County Recreation and Parks Advisory Council recommends that the Master Park Plan be adopted by the Board of County Commissioners as the guiding planning document for the Recreation and Parks Department over the next 20 years. The Recreation and Parks Advisory Council also recommends the adoption of any and all chapters deemed appropriate and useful for inclusion in the Orange County Comprehensive Plan. Based on the information gleaned from the extensive public review processes of the last six months, we are recommending a revised 5-year Capital Improvement Program (CIP) request. We recommend proceeding with funds for two (2) public swimming pools and for the development of three (3) existing, publicly-owned sites. We feel that development of parks on land that is not currently in public ownership must proceed judiciously. The communities and landowners in the areas where public sites do not now exist must be consulted early and frequently in this process. We feel that the revised request for funding the purchase of land and options on land more appropriately reflects our capacity to develop parklands in communities which do not currently have publicly-owned sites. One final note with regard to the CIP request. Many people have pointed out to you some dire educational needs in the County. We wholeheartedly support any and all efforts to address these problems. We hope however that -you will not lose sight of the fact that the children of our county spend the majority of their time outside of the classroom. If we wish to truly nourish the lives of these future leaders of Orange County we must also provide healthy, safe, and wholesome activities and opportunities during the many hours spent outside of the educational system. We see our mission as a cooperative, not competative, effort with the school systems of this county. Adoption of the Master Park Plan and our 5-year CIP request will comprise a major cornerstone in this pursuit.
