ORANGE COUNTY RECREATION & PARKS ADVISORY COUNCIL <br /> Presentation to Board of County Commissioners <br /> May 17, 1988 <br /> The Orange County Recreation and Parks Advisory Council recommends that the Master <br /> Park Plan be adopted by the Board of County Commissioners as the guiding planning <br /> document for the Recreation and Parks Department over the next 20 years. <br /> The Recreation and Parks Advisory Council also recommends the adoption of any and <br /> all chapters deemed appropriate and useful for inclusion in the Orange County <br /> Comprehensive Plan. <br /> Based on the information gleaned from the extensive public review processes of <br /> the last six months, we are recommending a revised 5-year Capital Improvement <br /> Program (CIP) request. <br /> We recommend proceeding with funds for two (2) public swimming pools and for the <br /> development of three (3) existing, publicly-owned sites. We feel that development <br /> of parks on land that is not currently in public ownership must proceed <br /> judiciously. The communities and landowners in the areas where public sites do <br /> not now exist must be consulted early and frequently in this process. We feel <br /> that the revised request for funding the purchase of land and options on land more <br /> appropriately reflects our capacity to develop parklands in communities which do <br /> not currently have publicly-owned sites. <br /> One final note with regard to the CIP request. Many people have pointed out to <br /> you some dire educational needs in the County. We wholeheartedly support any and <br /> all efforts to address these problems. We hope however that -you will not lose <br /> sight of the fact that the children of our county spend the majority of their time <br /> outside of the classroom. If we wish to truly nourish the lives of these future <br /> leaders of Orange County we must also provide healthy, safe, and wholesome <br /> activities and opportunities during the many hours spent outside of the <br /> educational system. <br /> We see our mission as a cooperative, not competative, effort with the school <br /> systems of this county. Adoption of the Master Park Plan and our 5-year CIP <br /> request will comprise a major cornerstone in this pursuit. <br />
