For non-students, goals include those identified for students with <br /> emphasis placed upon: <br /> -continued education or training <br /> -setting career goals <br /> -job placement <br /> Services to 14 - and 15 - Year Olds <br /> Section 253 of the Job Training Partnership Act allows 14 - and 15 - <br /> year olds to participate in the Summer Youth Program if the service <br /> delivery area chooses to do so. Orange County will allow the participa- <br /> tion of this age group. Due to the numerous child labor laws, many <br /> employers are reluctant to hire this group; these youth benefit from the <br /> assistance of the JTPA Program Operator in obtaining employment in Orange <br /> County where there are limited employment opportunities available to <br /> them.
