ATTACHMENT III <br /> 064 <br /> Title II-B Summer Youth Employment Program <br /> The--ia.88 Summer Youth Employment Program (SYEP) will be operated as <br /> a work experience program. An assessment will be implemented to deter- <br /> mine the reading and math skill levels on all participants in the summer <br /> youth program. The assessment will be coordinated directly with the <br /> local school systems through tests that have already been implemented and <br /> evaluated. The test results will become a part of the participant 's SYEP <br /> file for future use. <br /> The SYEP has traditionally been operated to provide summer jobs for <br /> disadvantaged youth ages 14-21 with public and private non-profit organ- <br /> izations. During the summer months there are a great number of youth <br /> unemployed, through the development of the work experience program 40 <br /> economically disadvantaged youth may be gainfully employed in Orange <br /> County. The intent of the program is to provide meaningful work, income, <br /> greater exposure to work situations, and providing the participant the <br /> opportunity to continue their education. <br /> The program operator will utilize worksites in accordance with those <br /> approved (appearing in the RFP) and develop additional worksites in which <br /> participants will be placed to help accommodate participants needs such <br /> as transportation, child care, artistic and cultural opportunities. <br /> Orange County was allocated $45,579 in Title II-B funds for the <br /> operation of this program. This funding will provide work experience <br /> slots for 40 individuals at a cost of $1, 139 per slot. All wages and <br /> fringe benefits for the eight weeks of participation are included in this <br /> calculation. Goals for SYEP participants who are students include <br /> acquiring or becoming more informed about careers and continuing their <br /> education. <br /> The program operator will be responsible for the labor market <br /> orientation through use of its own resources and materials or through <br /> coordination with other agencies. Other coordination requirements, <br /> provided in the Services section, require the Operator to coordinate with <br /> the Department of Social Services for child care, to refer all dropouts <br /> to the community/technical colleges and to refer all applicants to ESC <br /> who are not selected, or are ineligible. <br /> Goals and Ob 'ectives <br /> Goals for student participants include: <br /> -acquiring or improving good work habits <br /> -exposure to work situations <br /> -acquisition of information about careers and life skills <br /> -continuing and upgrading their education <br /> 9 <br />
