056 <br /> Other Employment and Training Activities <br /> These programs are ones that are not directly related to providing <br /> education or training to participants but are designed to expand job <br /> opportunities and enhance participation in programs funded under the Job <br /> Training Partnership Act. <br /> Supported Employment Programs <br /> Supported employment programs are to generate paid work <br /> opportunities in competitive business and industry for persons who are <br /> severely disabled and require long-term support to obtain and maintain <br /> employment. These programs use trainers, who learn the jobs to be <br /> performed by participants, to provide the skill training and support to <br /> participants until they can perform the job duties unassisted. <br /> Supportive Services <br /> Within any of the JTPA programs the service delivery area may choose <br /> to provide the participant with services that may be necessary to <br /> participate in the programs. These services may include transportation, <br /> child care, temporary shelter, financial counseling, legal assistance, <br /> and health care. The policies governing the provision of supportive <br /> services will vary among service delivery areas. Additionally, services <br /> may be purchased through Job Training Partnership Act funds or <br /> arrangements may be made with other agencies to provide services to <br /> program participants at no cost. <br /> WHO PROVIDES THE SERVICES? <br /> Services are provided by qualified agencies or firms, including <br /> private-for-profit companies. In North Carolina, a majority of the funds <br /> go to public schools, community colleges, community-based organizations, <br /> and state agencies such as the Employment Security Commission, or to the <br /> private sector in on-the-job training contracts. In some cases service <br /> delivery areas may choose to operate programs themselves. All agencies <br /> or firms receiving funds must contract with the service delivery area to <br /> provide services in accordance with the plans, guidelines, and standards <br /> developed by the private industry council. <br /> WHAT IS THE ROLE OF THE STATE JOB TRAINING COORDINATING COUNCIL? <br /> The State Job Training Coordinating Council is composed of <br /> representatives of business, state and local government, labor, and the <br /> general public. The Council is appointed by the Governor and serves as a <br /> policy advisor on issues relating to job training in the state. It has <br /> oversight responsibility for all Job Training Partnership Act programs <br /> and reviews plans and activities to see that they are moving toward goals <br /> - and objectives established by the Governor. It also has a broader <br /> mission to review state agency plans and to recommend policies and <br /> strategies to the Governor for the coordinated use of all the state's job <br /> training resources. <br /> 6 <br />
