054
On-the-Job Training
On-the-job training is occupational skills training provided through
the private or public sector to participants who have been hired by an
employer. The training occurs while participants are engaged in
productive work which provides knowledge and skills essential to the full
and adequate performance of the job. The ultimate goal of On-the-job
training is the placement of the participant in unsubsidized employment.
During the training period, the employer is reimbursed an amount
that averages no more than fifty percent of the wages paid by the
employer to the participant. This reimbursement is made to compensate
the employer for the additional training costs and lower productivity
associated with employing such a participant.
On-the-job training may consist of programs for individuals who lack
the skills to gain employment without special consideration or programs
to upgrade or retrain employed groups that are locked into low-paying,
dead-end job, or that are in need of new skills.
`/ Work Experience
] This activity is a work assignment at a public or private nonprofit
worksite. The purpose of a work experience project should be to provide
job experience, help the individual develop occupational skills and good
work habits, and to expose the participant to various occupational
opportunities.
Special Training Programs
This activity includes combined classroom and on-the-job training
programs that are industry specific and customized industry training
packages. These programs provide specific occupational skills training
for a group of participants either in an institutional setting, an
industrial setting, or a combination of both.
Educational Training Programs
Educational training is provided through area community or technical
colleges or other public or private schools. The intent of these
programs is to provide the basic educational skills necessary to compete
in the local labor market, the life skills necessary to find and keep
employment, and remedial education in basic skills areas.
A participant may be simultaneously in work experience to develop
occupational skills, good work habits, to provide experience on a job, or
exposure to various occupational opportunities.
• Services Only Programs
These activities are designed to provide for outreach_ and the
recruitment of participants, to assess applicants' existing skills and
abilities, and to assist participants in finding and retaining
employment. All of these activities may be part of any other Job Training
4
