The Division of Employment and Training <br /> contracts with other state agencies to operate these special purpose <br /> programs. <br /> Older individuals programs are designed to provide job training <br /> opportunities for economically disadvantaged persons who are 55 years of <br /> age or older. Programs for older individuals may include any of the <br /> training approaches that are available to service delivery areas. <br /> Funds for state education coordination and programs are split into <br /> two categories. A small portion of these funds can be used for <br /> coordination activities. The remaining funds are used to provide <br /> education and training programs directly to eligible participants. The <br /> services that can be provided under these educational programs are <br /> similar to those provided by service delivery area programs. The JTPA <br /> legislation requires that these funds be made available to state <br /> education agencies responsible for employment and training. <br /> The Job Training Partnership Act also provides employment and <br /> training services for dislocated workers, or those individuals who have <br /> lost their jobs due to plant closures or permanent layoffs. Programs for <br /> dislocated workers may involve job search assistance, job development, <br /> training in job skills, supportive services, pre-layoff assistance, <br /> relocation assistance or programs to provide early intervention in the <br /> event of closures of plants or facilities. Programs are also available to <br /> certain groups of self-employed individuals, including farmers, who are <br /> unemployed as a result of general economic conditions in the community or <br /> as the result of natural disasters. <br /> WHAT TYPES OF SERVICES ARE AVAILABLE? <br /> The Job Training Partnership Act provides local private industry <br /> councils and service delivery areas with a wide array of allowable <br /> training approaches for addressing local labor market conditions. The <br /> services provided may vary from SDA to SDA, but are classified into seven <br /> major types of activities. A summary of these activity types is provided <br /> below: <br /> Institutional Skills Training <br /> Institutional skills training provides approved course instruction <br /> in locally identified skill shortage occupations. This instruction is <br /> provided through an area community or technical college or other private <br /> school. Institutional skills training may be designed as class-size <br /> training in one occupational area for a group of participants, or for <br /> referral of participants on an individual basis to training in a variety <br /> of occupational areas. <br /> Institutional skills training may be designed to offer a participant <br /> concurrent involvement in a work experience assignment. It may also be <br /> used to upgrade the skills of employed groups who are locked into <br /> low-paying, dead-end jobs, or to retrain participants in new skills. <br /> 3 <br />
