052 <br /> service delivery area is simply a geographic area designated by the <br /> Governor to be the area in which employment and training services are <br /> provided under the Job Training Partnership Act. <br /> Each service delivery area designates an agency to receive and <br /> administer the job training funds. The service delivery areas, through <br /> the designated agency, receive funds directly from the state and are <br /> financially liable for the proper expenditure of funds. These areas <br /> administer their own programs and, within the requirements of the law and <br /> state policy, determine who will be served, what services are provided, <br /> and who provides services. <br /> There are two major categories of programs administered by the <br /> service delivery areas. These are comprehensive programs and the summer <br /> youth employment program. The comprehensive programs are available to <br /> serve economically disadvantaged individuals who are 16 years of age or <br /> older throughout the year. In certain special circumstances 14 and 15 <br /> year olds may also be served through the comprehensive programs. The <br /> summer youth employment program is operated during the summer months and <br /> may serve only economically disadvantaged youth aged 14-21. The primary <br /> purpose of the summer youth program is to provide youth with exposure to <br /> the world of work, enhance basic educational skills of the youth , and to <br /> encourage the youth to complete school or to enroll in supplementary or <br /> alternative school programs. <br /> The JTPA legislation also provides funding to the State to <br /> administer the overall JTPA system, to provide technical assistance to <br /> service delivery areas and to staff the State Job Training Coordinating <br /> Council. Funds are also designated to provide special programs to older <br /> workers, dislocated workers, for special educational programs, and to <br /> provide incentives to service delivery areas that exceed specified <br /> program performance goals. <br /> HOW IS IT PLANNED? <br /> Each service delivery area has a private industry council that plans <br /> its JTPA activities. These Councils have a majority of business <br /> representatives, and include representatives of local agencies that <br /> provide education, training, and other job-related services. The <br /> Councils are policy making bodies that have overall planning <br /> responsibility for JTPA activities, and a special responsibility to see <br /> that training meets local employer needs and standards. Each service <br /> delivery area must submit to the state a job training plan which outlines <br /> services to be provided through its JTPA funds. This plan must be agreed <br /> upon by the private industry council and the chief elected officials of <br /> the area served. <br /> ARE ALL PROGRAMS ADMINISTERED BY SERVICE DELIVERY AREAS? <br /> In addition to the funds administered by the service delivery areas, <br /> the Job Training Partnership Act designates funds for special purpose <br /> activities that are administered at the state level by the Division of <br /> Employment and Training.
