051 <br /> JTPA IN A NUTSHELL <br /> A PRIMER ON THE JOB TRAINING PARTNERSHIP ACT <br /> PROGRAM IN NORTH CAROLINA' <br /> WHAT IS JTPA? <br /> The Job Training Partnership Act (JTPA) is a federal law enacted in <br /> 1982 that provides funds to the states for job training. It is part of a <br /> long history of federal job training programs intended to help our <br /> citizens keep pace with advancing technology and lead more productive <br /> lives. It differs from its predecessors in its strong emphasis on <br /> meeting the training needs and standards of the business community. <br /> WHAT DOES IT DO? <br /> It offers education and training services to prepare eligible <br /> individuals to become valuable employees of businesses in their <br /> communities. These services include basic education, training, <br /> counseling, and screening for appropriate job placement. Under certain <br /> conditions, it can partially reimburse employers to train people on the <br /> job. It also offers summer jobs and related activities for young people <br /> and retraining for workers dislocated by plant closings and layoffs. <br /> WHO IS ELIGIBLE? <br /> In general, an individual is eligible for services under the Job <br /> Training Partnership Act if he/she is sixteen years of age or older and <br /> is considered economically disadvantaged according to federal income <br /> guidelines. Fourteen and fifteen year olds may also be served through a <br /> limited number of programs. <br /> In special cases, individuals facing certain barriers to employment <br /> may be eligible for Job Training Partnership Act services. Additionally, <br /> eligibility for participation in the dislocated workers programs is based <br /> on whether an individual has been "laid off" from certain occupations <br /> rather than on income criteria. <br /> To determine if you qualify for participation in programs offered <br /> under the Job Training Partnership Act, contact the service delivery area <br /> office serving your county of residence. (See listing of service <br /> delivery area offices on page 8) . <br /> HOW IS IT ADMINISTERED? <br /> All of the funds are administered by the State through the Division <br /> of Employment and Training within the Department of Natural Resources and <br /> Community Development. Seventy-eight percent (78%) of the funds coming <br /> into North Carolina for comprehensive programs and all funds coming into <br /> the state for the summer youth employment program are required by law to <br /> be distributed to areas of the state called "service delivery areas."
