048 <br /> Page 3 <br /> 5. As we discussed in our last meeting, the Division uses State <br /> procurement guidelines in contracting for RSDA programs. Requests for <br /> proposals will be published in local and area newspapers, and a copy of <br /> the notice will be sent to current operators. The Division's section of <br /> the state administrative code specifies the criteria for operator <br /> selection. (See attached) All procurement documents (i.e. requests for <br /> proposals) will be issued by the Division, and proposals will be sub- <br /> mitted to the Division for selection. The PIC has a strong role in <br /> selection of operators, based on staff review. However, due to the <br /> unique nature of liability in the RSDA, with the State accepting liability, <br /> the RSDA has a PIC-CEO agreement in effect between the PIC and the <br /> Governor which gives the Division final authority in all matters and <br /> makes the PIC advisory to the Division in all matters.
