0-44
ORANGE COUNTY
BOARD OF COMMISSIONERS
Action A a
Item No.

ACTION AGENDA ITEM ABSTRACT
Meeting Date: MAY 17, 1988
SUBJECT: JTPA PROGRAM
DEPARTMENT: COUNTY MANAGER PUBLIC HEARING: Yes X No
ATTACHMENT(S) : INFORMATION CONTACT: MANAGER'S
OFFICE,X501
1) CORRESPONDENCE FROM DET
2) JTPA INFORMATION TELEPHONE NUMBER:
3) DESCRIPTION OF COUNTY SUMMER PROGRAM Hillsborough - 732-8181
4) FUNDING ALLOCATION Chapel Hill - 968-4501
5) CURRENT PIC MEMBERS/APPLICANTS Mebane - 227-2031
Durham - 688-7331
PURPOSE: To receive information on the Rural Service Delivery Area;
select an operator for the summer youth program and appoint
PIC members.
BACKGROUND: On November 17, 1987, the Board decided to sever relations
with the Central Piedmont Service Delivery Area (Durham, City
of Durham and Orange County) and joined the State administered
Rural Service Delivery Area (RSDA) .
Since February 15, 1988 staff has maintained constant contact
with the State Division of Employment and Training (DET) to
determine the County's role under the RSDA. Orange County
will join Caswell, Randolph, Rockingham and Vance Counties as
members of the RSDA. Each County has been assigned three
slots on the fifteen member Private Industry Council (PIC) .
The County will have an education and two private sector
appointees. The PIC will meet four times a year (once a
quarter) with the meeting site rotating among the five
counties.
In addition to the formulation of the Rural Service Delivery
Area--PIC, DET has solicited training proposals for the admin-
istration of the County's summer youth program which were
previously administered by Central Piedmont. DET received pro-
posals from Joint Orange Chatham Community Action Agency and
Employment Security Commission-Orange County Office. During
the week of May 9, 1988 County staff and state officials
reviewed both proposals. Based on guidelines developed by the
State, both agencies' summer youth training proposals for
Orange County were essentially equal. Therefore, DET did not
select a training operator, but deferred this decision to the
County.
Please Note: JTPA is composed of two programs--Summer Youth
(Title II B) and Adult Comprehensive (Title II-A Attachment
