Orange County <br /> will join Caswell, Randolph, Rockingham and Vance Counties as <br /> members of the RSDA. Each County has been assigned three <br /> slots on the fifteen member Private Industry Council (PIC) . <br /> The County will have an education and two private sector <br /> appointees. The PIC will meet four times a year (once a <br /> quarter) with the meeting site rotating among the five <br /> counties. <br /> In addition to the formulation of the Rural Service Delivery <br /> Area--PIC, DET has solicited training proposals for the admin- <br /> istration of the County's summer youth program which were <br /> previously administered by Central Piedmont. DET received pro- <br /> posals from Joint Orange Chatham Community Action Agency and <br /> Employment Security Commission-Orange County Office. During <br /> the week of May 9, 1988 County staff and state officials <br /> reviewed both proposals. Based on guidelines developed by the <br /> State, both agencies' summer youth training proposals for <br /> Orange County were essentially equal. Therefore, DET did not <br /> select a training operator, but deferred this decision to the <br /> County. <br /> Please Note: JTPA is composed of two programs--Summer Youth <br /> (Title II B) and Adult Comprehensive (Title II-A Attachment <br />
