J 040 ORANGE COUNTY HEALTH DEPARTMENT PROPOSAL FOR PUBLIC EDUCATION ON ANIMAL CONTROL IN ORANGE COUNTY NEED STATEMENT: On January 1 , 1988 , a new Animal Control Ordinance adopted by the County Commissioners went into effect in Orange County. Provisions of the ordinance pertaining to licensure were subsequently adopted by the Commissioners after the effective date. The changes effected by the ordinance have resulted in confusion among residents regarding various provisions of the ordinance (differential license fees for spay/neutered animals, leash laws, etc. ) . Personnel turnovers affecting the operation of the Animal Control Division of Orange County Health Department and problems in obtaining the licensing forms from the printers have aggravated public confusion and dismay with the process of implementing the ordinance. In order to promote public acceptance and compliance of the adopted Animal Control Ordinance, it is herein proposed that , in addition to enforcement efforts, an on-going public education and public relations program be initiated as soon as possible. The areas to be specifically addressed by such a program would include: a. Pet Licensing b. Leash Laws c . Animal Nuisances d. Registration of different types of dogs or animal facilities (kennels, sentry dogs, etc . ) e. Rabies Control (prevention, post-bite care, wildlife rabies, etc . ) f . Services of the Animal Control Division g. Responsible Animal Ownership (anti-cruelty and spay/neutering of pets) h. Wild Animal Ordinance GOALS: 1 . To increase public awareness of the Orange County Animal Control Ordinance and its provisions. 2 . To increase responsible animal ownership among Orange County residents and promote compliance with the Animal Control Ordinance of Orange County. OBJECTIVES: Residents of Orange County will be able to: 1 . Identify the Orange County Health Department Animal Control Office as a resource for information about animal control or rabies control/prevention.
