J <br /> 040 <br /> ORANGE COUNTY HEALTH DEPARTMENT <br /> PROPOSAL FOR PUBLIC EDUCATION ON ANIMAL CONTROL <br /> IN ORANGE COUNTY <br /> NEED STATEMENT: <br /> On January 1 , 1988 , a new Animal Control Ordinance <br /> adopted by the County Commissioners went into effect in <br /> Orange County. Provisions of the ordinance pertaining to <br /> licensure were subsequently adopted by the Commissioners <br /> after the effective date. The changes effected by the <br /> ordinance have resulted in confusion among residents <br /> regarding various provisions of the ordinance (differential <br /> license fees for spay/neutered animals, leash laws, etc. ) . <br /> Personnel turnovers affecting the operation of the Animal <br /> Control Division of Orange County Health Department and <br /> problems in obtaining the licensing forms from the printers <br /> have aggravated public confusion and dismay with the process <br /> of implementing the ordinance. <br /> In order to promote public acceptance and compliance of <br /> the adopted Animal Control Ordinance, it is herein proposed <br /> that , in addition to enforcement efforts, an on-going public <br /> education and public relations program be initiated as soon <br /> as possible. The areas to be specifically addressed by such <br /> a program would include: <br /> a. Pet Licensing <br /> b. Leash Laws <br /> c . Animal Nuisances <br /> d. Registration of different types of dogs or animal <br /> facilities (kennels, sentry dogs, etc . ) <br /> e. Rabies Control (prevention, post-bite care, wildlife <br /> rabies, etc . ) <br /> f . Services of the Animal Control Division <br /> g. Responsible Animal Ownership (anti-cruelty and <br /> spay/neutering of pets) <br /> h. Wild Animal Ordinance <br /> GOALS: <br /> 1 . To increase public awareness of the Orange County <br /> Animal Control Ordinance and its provisions. <br /> 2 . To increase responsible animal ownership among <br /> Orange County residents and promote compliance <br /> with the Animal Control Ordinance of Orange <br /> County. <br /> OBJECTIVES: <br /> Residents of Orange County will be able to: <br /> 1 . Identify the Orange County Health Department Animal <br /> Control Office as a resource for information about animal <br /> control or rabies control/prevention. <br />
