Box 8181 <br /> Hillsborough, NC 27278 <br /> Dear Mr. Link: <br /> Hazen and Sawyer, P.C. is pleased to offer this proposal <br /> for a follow-up investigation of new issues raised relative to <br /> development of an additional water supply in Orange County. <br /> Since publication of our report on the water supply last <br /> November, it is our understanding that a specific proposal has <br /> been formulated for construction of a new dam on Seven-Mile <br /> Creek. The dam would be constructed of roller compacted <br /> concrete and the design would provide for a future expansion of <br /> the facility. The proposal contemplates that the County would <br /> acquire the property required for the project and that the Town <br /> of Hillsborough would finance construction of the dam <br /> improvements. A conceptual plan has also been developed for <br /> recovery of the necessary revenue to operate such a system. <br /> It is our understanding that the County desires to have <br /> Hazen and Sawyer review the specifics of this proposal and <br /> comment on the technical and financial merits of the project. <br /> To accomplish this objective, we have proposed to undertake the <br /> following tasks. <br /> 1) We will make a general review of the technical <br /> aspects of the proposal as developed by the Town of <br /> Hillsborough. We will make a special effort to <br /> verify the estimated construction cost of the roller <br /> compacted concrete dam.
