Box 8181 <br /> Hillsborough, NC 27278 <br /> Dear Mr. Link: <br /> Hazen and Sawyer, P.C. is pleased to offer a proposal to <br /> Orange County for Professional Engineering Services relative to <br /> alternative wastewater treatment in the County. This letter is <br /> intended to outline a suggested scope of service that will <br /> address the questions that have been raised by the <br /> Commissioners, Planning Board Members and the County staff. Our <br /> proposal is based upon the discussions during our meeting and a <br /> review of subsequent written information provided to us by Mr. <br /> Marvin Collins. We have also discussed the issue with Mr. <br /> Everett Billingsley, Executive Director of the Orange Water and <br /> Sewer Authority. <br /> Alternative wastewater treatment in Orange County can be <br /> generally subdivided into three categories; 1) package <br /> wastewater treatment plants discharging into a natural water <br /> course, 2) land application of treated wastewater, 3) variations <br /> of the conventional ground absorption system based on low <br /> pressure injection of wastewater into the soil. Each of these <br /> systems could have varying degrees of application in Orange <br /> County. To assess the appropriateness of each system, we <br /> propose to undertake the following tasks: <br /> 1. Review and summarize the current status of State <br /> regulations dealing with alternative wastewater <br /> treatment technology. <br /> 2. Review the operating history of sample projects in <br /> each category. To limit costs, we suggest limiting <br /> this task to consideration of no more than four (4) <br /> projects in each category, two with a positive <br /> history and two with a negative history.
