Preliminary Plats <br /> 062 <br /> ( 1 ) Theodore Parrish <br /> Presentation by Eddie Kirk. <br /> This item is for the consideration of the 1 <br /> preliminary plan for Theodore Parrish, et al. <br /> This property is located in Chapel Hill Township <br /> off Mt. Sinai Road (SR 1718 ) . The total acreage <br /> of the tract is 10 . 01 acres . Four (4 ) lots are <br /> proposed which average 2 . 08 acres in size. A <br /> Class B private road is proposed to serve the four <br /> lots . The property is zoned Rural Buffer (RB) and <br /> designated Rural Buffer in the Land Use Plan. <br /> All appropriate agencies have reviewed the <br /> preliminary plan. <br /> Orange County Recreation and Parks Department <br /> noted that the public easement width should be <br /> thirty feet not twenty as indicated on the plat. <br /> The Town of Chapel Hill indicated a need for a <br /> public pedestrian and non-motorized vehicle <br /> easement along the eastern boundary of lot 4A. <br /> The plat has been revised to reflect this <br /> easement. <br /> The N.C. Department of Transportation responded <br /> that the subdivision would not satisfy the minimum <br /> housing requirements for addition to the State <br /> system of maintained roads . The sight distance at <br /> the road intersection was adequate. <br /> OWASA indicated a need to reserve a minimum 30 <br /> foot wide sewer utility easement along New Hope <br /> Creek. County policy prevents the extension of <br /> public sewer services into the Rural Buffer except <br /> to address health emergencies . The policy thus <br /> prevents the reservation and/or dedication of <br /> sewer utility easements . <br /> The Planning Staff recommends approval of the <br /> preliminary plan with the correction on the plat <br /> to thirty feet as noted by Mary Anne Black, Orange <br /> County Recreation and Parks Director. <br /> Yuhasz and Eddleman expressed concern with the <br /> wording "public" easement noting that the easement <br /> should be for those living in the subdivision and <br /> asked that the word "public" be deleted.
