061 2 <br /> The N.C. Department of Transportation responded that <br /> the subdivision would not satisfy the minimum housing <br /> requirements for addition to the State system of <br /> maintained roads . The sight distance at the road <br /> intersection was adequate. <br /> OWASA indicated a need to reserve a minimum 30 foot <br /> wide sewer utility easement along New Hope Creek. <br /> County policy prevents the extension of public sewer <br /> services into the Rural Buffer except to address <br /> health emergencies . The policy thus prevents the <br /> reservation and/or dedication of sewer utility <br /> easements . <br /> The Planning Board at its April 18 meeting recommended <br /> approval of the preliminary plan with the following <br /> conditions : <br /> ( 1) That the plat indicate a 30-foot pedestrian and <br /> non-motorized vehicle easement; and <br /> (2 ) That the Road Maintenance Agreement state that in <br /> the event that Running Green Road is upgraded by <br /> development of the property to the east, the <br /> owners of the property in Theodore Parrish <br /> Subdivision as well as the owners of the <br /> property being developed to the east will agree <br /> to maintain Running Green Road in an upgraded <br /> condition (NCDOT standards) until NCDOT accepts <br /> the road for maintenance. <br /> RECOMMENDATION: The Administration recommends approval of the <br /> preliminary plan per the Planning Board's <br /> recommendation; provided, however, condition #2 should <br /> reworded to read as follows : <br /> (2 ) The Road Maintenance Agreement must state that if <br /> the Liddy Hart Heirs property (Chapel Hill, Tax <br /> Map 14, Lot 7A) or the M.D. Scott Heirs property <br /> (Chapel Hill, Tax Map 14, Lot 6) is subdivided, <br /> access will be provided to Running Green Road and <br /> the owners of the property in Theodore Parrish <br /> Subdivision will participate in the maintenance <br /> of Running Green Road to an approved higher <br /> standard, including NCDOT standards for paved <br /> roads . <br /> The Administration also recommends acceptance of the <br /> dedication of the 0 . 34 acre tract referenced <br /> recreation and/or open space on the preliminary plan. <br /> The deed submitted to the County should include the <br /> recreation/open space area as well as the 30-foot <br /> pedestrian and non-motorized access easement extending <br /> from Running Green Road. <br />
