Box 366 <br /> Carrboro, NC 27510 <br /> (919) 968-4421 <br /> MEMORANDUM <br /> TO: Town of Carrboro Board of Aldermen <br /> Town of Chapel Hill Town Council <br /> Orange County Board of Commissioners <br /> FROM: Orange Water and Sewer Authority Board of Directors <br /> DATE: April 7, 1988 <br /> SUBJECT: Opportunities For Cooperative Water Supply Planning and <br /> Utilization With Chatham County and Other Parties <br /> Upon the request of the Chatham County Board of Commissioners, members of the <br /> Chatham County Water Board have met with representatives of Orange Water and <br /> Sewer Authority for the purpose of evaluating opportunities for cooperative <br /> water supply planning and utilization by the two parties. Three specific issues <br /> of interest to the Chatham County Water Board are: <br /> 1. The potential for CWASA to sell a limited supplemental supply of. treated <br /> drinking water to Chatham County for an interim period of time, while <br /> Chatham County develops an additional water source. <br /> 2. The cooperative planning for utilization of Jordan Lake as a future water <br /> supply source for the region, including the potential for submittal of a <br /> joint allocation request and possible joint development of facilities. <br /> 3. The establishment of a service area understanding between O ASA and Chatham <br /> County. <br /> Tne CWASA Board of Directors has for some time recognized the substantial <br /> benefits that can be derived from water transfer agreements and cooperative <br /> development and utilization of water supplies and system facilities. Several <br /> - benefits would accrue to present and future customers of CWASA, and other water <br /> purveyors and residents of Orange County if a cooperative agreement between <br /> - OW SA and Chatham County can be developed_ These include, but are not limited <br /> --= tox . . . <br /> . 1. Enhances relationship in complying with land use regulations associated with <br /> - construction of a water treatment facility at Jordan Lake, in Chatham <br /> . County. _ <br /> 2. Strengthens cooperation with Chatham County on University Lake watershed <br /> protection efforts. <br /> • 3. Facilitates receiving an allocation of water from Jordan Lake by using a <br /> multi—jurisdictional approach. <br /> • <br /> An Equal Opportunity Employer <br />
