Past leases were <br /> negotiated directly with the Housing Authority, but in <br /> 1987 the Housing Authority was absorbed as a Town <br /> Department, thereby requiring the lease to be between <br /> the County and the Town. ) However at this point some <br /> questions were raised regarding ownership and use of <br /> the building by the Town. During the course of the <br /> resolution of the ownership issue the Town raised <br /> additional concerns (insurance) and requested they too <br /> be addressed in this lease. Since it is in our best <br /> interest to ensure that the State likewise commit to <br /> the County that which we commit to the Town, further <br /> negotiation was necessary. The two leases presented <br /> represent the results of many conversations and <br /> redrafted terms & conditions, but hopefully address the <br /> requirements of all parties involved. <br /> The state currently is bidding property in Chapel Hill <br /> with anticipation of relocating the Employment Security <br /> Commission at the expiration of this lease. The Town <br /> has stated this lease will be non-renewed in October, <br /> 1988. <br /> RECOMMENDATION: <br /> 1. ) Approve the lease as modified between the County and <br /> the Town of Chapel Hill; <br /> 2. ) Approve the lease between the County and the State of <br /> North Carolina - Employment Security COmmission, and <br /> 3. ) Authorize the Chair to sign on behalf of this Board. <br />
