After reviewing this material and <br /> comparing it with Article 9 in Orange County ' s zoning <br /> regulations I have only one recommended change to the <br /> zoning regulations . I recommend that Section 9 . 5 be <br /> amended to include a sentence after the first sentence <br /> which states : <br /> Any sign authorized by this ordinance may <br /> contain noncommercial copy in lieu of any <br /> other copy . <br /> It strikes me that our sign ordinance is , for <br /> the most part , content neutral .
