Transportation Plan Framework <br /> Presentation by Gene Bell. <br /> This item is to consider a proposed work plan for <br /> Transportation Element of the Comprehensive Plan. <br /> In a memo dated 2-15-88, the Planning Director <br /> asked the Planner III in charge of Comprehensive <br /> Planning to proceed with development of a work <br /> plan and schedule for a County Transportation <br /> Plan. Key components of the plan would include <br /> thoroughfares, mass transit, bikeways, airports, <br /> and rail. <br /> The proposed work plan was submitted on 4-8-88 for <br /> the Planning Director' s review and comment. The <br /> Planning Board, at its long-range meeting on <br /> 4-12-88, requested a copy of the proposed work <br /> plan following the Planning Director's review. <br /> A copy of the memo regarding "Schedule for <br /> Completion of the Transportation Element Framework <br /> Design" and the memo regarding "Proposed <br /> Transportation and Plan Framework and Schedule" <br /> are attachments to these minutes . <br /> Also specified in the original assignment but not <br /> addressed in the work plan was the utilization of <br /> a transportation planning consultant. Following <br /> the 4-12-88 Planning Board meeting and further <br /> discussion at staff level, the consultant issue <br /> has been tentatively addressed in a memorandum <br /> dated April 14, 1988 (attachment to these <br /> minutes) . <br /> Staff recommends that the Planning Board comment <br /> on the proposed schedule as well as make <br /> suggestions on consultant duties and timing. <br /> Jacobs referred to the February 15 memo and the <br /> issue of private roads . He cited the proposed <br /> Governor's Club development in Chatham County <br /> and the case of a significant public interest area <br /> (mountain) accessed by private roads. He noted <br /> that when private roads are addressed in the <br /> Orange County Plan situations such as this should <br /> be avoided. <br /> In relation to scenic roads, Jacobs said the <br /> proposal needed to be more specific in regard to <br /> policies, programs and ordinances . <br /> In regard to Secondary Roads, the consultant needs <br />
