In accordance with Orange County's Water <br /> Conservation Ordinance, I am requesting that you issue a proclamation putting <br /> into effect the provisions of Stage I of the Ordinance and that notice of the <br /> voluntary conservation measures be given to the community served by °NASA. <br /> Background information relative to the present situation is included in the <br /> attached news release. Current supply and demand conditions have been evaluated <br /> utilizing the water supply simulation and drought management model developed by <br /> Dr. David Moreau, Director of the North Carolina Water Resources Research <br /> Institute. The model takes into account available supply ( including water <br /> purchases) , water demands, probability of rainfall , evaporation losses and time <br /> of year. This evaluation indicates that voluntary conservation measures are <br /> needed to avoid extremely serious depletion of supplies later in the year. <br /> With the continuing cooperation of the local governmental units, ONASA <br /> customers, the City of Durham and the media, essential water supply needs can <br /> continue to be met during the extended drought period. If the extreme dry <br /> weather conditions persist and water demands are not substantially reduced by <br /> voluntary conservation measures, imposition of mandatory water use restrictions <br /> could be required in the months, and perhaps even weeks, ahead. <br /> Cane Creek Reservoir construction activities are proceeding well ahead of <br /> schedule and should be completed by late-1988 or early 1989, thereby providing a <br /> long—term solution to our community' s water supply deficiency. <br /> Thank you very much for your consideration of this request and support in the <br /> community's water conservation efforts.
