" <br /> BACKGROUND: In April 1987, work was begun on the preparation of a Master <br /> Recreation and Parks Plan for Orange County. The proposed <br /> plan was presented at public hearing can November 23, 1967 and <br /> on February 22, 1988. As a result cif citizen and advisory <br /> board concerns, on March 15, 1986, the County Commissioners <br /> voted to delete the greenways element from the Plan, and <br /> requested that the Plan be addressed again at public hearings <br /> On April 19 and May 2, 1988, so that citizens could comment <br /> on the other elements of the Plan. <br /> The Plan is designed to become one element of Orange County' s <br /> Comprehensive Paln and is ccinsistant with other county <br /> ordinances and land use plans. The Plan recommends that <br /> Orange County concentrate its efforts in the provision of <br /> three types of recreation and park facilities: (1) community <br /> parks (serving the more densely populated, unincorporated <br /> areas of the county) ; (2) district parks (serving a county- <br /> wide target population) ; and (3) swimming pools. <br /> Revision to the Plan specifically deletes the greenways <br /> element, and all text and/or map legends which reference the <br /> greenways is to be deleted. <br /> • <br />
