Based on the discussion, <br /> a draft policy resolution was prepared which <br /> emphasized the following points: <br /> 1. The preservation of the rural character of Orange <br /> County; <br /> 2 . The use of restrictive covenants to prevent <br /> further subdivision, thereby maintaining the <br />
