" <br /> BACKGROUND: The Zoning Ordinance currently contains references <br /> which cite the Land Use Plan in one instance and the <br /> Comprehensive Plan in another. Amendments are being <br /> proposed to the Zoning Ordinance which re-define the <br /> nature and intent of the Comprehensive Plan.
