2 D a d <br /> • <br /> proposed amendments . 066 <br /> Commissioner Hartwell, regarding 2 .2 . 13, asked <br /> how adopting by resolution differed from the <br /> way the Land Use Plan is adopted at the <br /> present time. Bell responded that <br /> historically the Land Use Plan has been <br /> referred to as the Comprehensive Plan although <br /> it primarily has dealt with land use and land <br /> use policies. Going into the Comprehensive <br /> Land Use Plan concept we are going to have <br /> basically plans that address each of the <br /> elements previously mentioned. Bell continued <br /> that his understanding for having a resolution <br /> on each of these is so that there can be an <br /> adopted comprehensive plan but also add to <br /> it from time to time and the adding to <br /> is done in the form of a resolution when a <br /> new element is completed or amended. <br /> Chair Marshall indicated she would like <br /> for the County Manager and County Attorney <br /> to go over these changes for streamlining <br /> to make sure that they are all compatible. <br /> The County Manager stated that he would <br /> review those changes with Staff and Mr. <br /> Gledhill. Commissioner Hartwell continued <br /> that his concern was not with streamlining <br /> but to insure due process. County <br /> Attorney Geof Gledhill responded that it <br /> is a matter of terminology and that it is <br /> not envisioned that resolutions would be <br /> adopted to change the Comprehensive Plan <br /> which have not been to public hearing. <br /> Gledhill continued that there is a statute <br /> which addresses ordinances or resolutions <br /> that affect ordinances regarding County <br /> government. <br /> Ted Latta questioned the number of days <br /> for advertising (fifteen and twenty-five) .. <br /> Jacobs responded that this time frame was <br /> consistent with the other ordinances. <br /> Chair Marshall also noted the change was <br /> consistent with the change in enabling <br /> . legislation. Gledhill indicated that the <br /> enabling legislation changes regarding <br /> advertising schedules occurred about two <br /> years ago. <br /> Hartwell moved, seconded by Marshall that the <br />
