While the Land Use Plan has served well as the <br /> County's Comprehensive Plan, new issues are emerging <br /> which warrant special recognition and study. Among <br /> the subjects which have received or are contemplated <br /> for such treatment are recreation and parks, open <br /> space, housing, utility services, and transportation. <br /> To recognize the special nature of such issues yet <br /> incorporate them as part of the Comprehensive Plan, a <br /> re-definition of the Plan is proposed. The <br /> Comprehensive Plan would consist of several documents <br /> or plans, each dealing with a specific element of <br />
