4 <br /> Hillsborough Town Commissioner Horace s h sc ,rgad the resolution <br /> which is an attachment to these minutes on pages P <br /> In summary, Johnson noted four major things: <br /> (1) Recreation - there will be additional areas for <br /> recreation. <br /> (2) Ecological - a decision should never have to be made <br /> whether the fish live or the people have water to drink. <br /> (3) Economic - hopefully this will encourage increased <br /> industry which will give the county an increased tax <br /> base. <br /> (4) History - repeated droughts - in 1954, 1967, 1984, 1985 <br /> and 1986. <br /> Chair Marshall emphasized the importance of working together to <br /> solve the water problems in the county. <br /> County Manager Link gave his recommendation as stated below: <br /> (1) Retain the services of Hazen and Sawyer to analyze and <br /> report on the estimated expenditures for reservoir <br /> construction as described by the Hillsborough proposal. <br /> (Funding from the balance of Senate Bill 2 funds - <br /> $11, 015. ) <br /> (2) Authorize County Manager, selected staff and/or <br /> officials to work on the following elements: <br /> (a) Financing alternatives available for the County's <br /> share of project costs; <br /> (b) Alternatives of revenue to pay for County's share <br /> of costs; <br /> (c) Aspects of ownership of the reservoir and <br /> methodology of water distribution. <br /> Commissioner Hartwell noted that the basic principal of paying for <br /> this reservoir should be that those that benefit the most from the project <br /> should pay the most. A separate mechanism for financing is necessary. The <br /> three groups that will benefit the most are: (1) the Town of Hillsborough, <br /> (2) those who live in Orange County and receive water from Orange Alamance <br /> and (3) those that live in Alamance County and receive water from Orange <br /> Alamance. <br /> Don Cox spoke on behalf of the Eno River Association addressing <br /> the instream flow issue. He noted that l. lmgd has been proposed as the <br /> amount needed to maintain the aquatic life in the Eno and that the goal is <br /> four to five million gallons per day. He emphasized that the size of the <br /> first reservoir built should be such size that three million gallons/day <br /> can be released for instream flow as measured at the Hillsborough gage. <br /> Horace Johnson noted that the State has indicated that the first <br /> phase of the reservoir would result in 1. 1 to 1.8 mgd being released. <br /> Commissioner Willhoit asked about the process for identifying the <br /> historic structures that may be affected and John Link indicated that an <br /> assessment identifying the impacts of this potential reservoir on ecology, <br /> historic sites and other elements will be made to the Board. <br /> Commissioner Willhoit asked that a joint partnership arrangement <br /> be considered in the financing of a reservoir between the County and the <br /> Town because the county needs to have a definite share of water which may <br /> be allocated for economic development purposes. <br /> Commissioner Hartwell endorsed the need for a water board who can <br /> carry this project forward. <br /> Motion was made by Commissioner Halkiotis, seconded by <br /> Commissioner Carey to approve the manager's recommendation as stated above. <br /> VOTE: UNANIMOUS. <br /> F.
