PROBLEM IDENTIFICATION AND ANALYSIS <br /> Problem No. 1 <br /> (Answer all questions only In the space provided) <br /> INSTRUCTIONS <br /> A problem is an unsatisfactory situation that your organization plans to change. For example: Sixty-five percent of <br /> employable low-income youth ages 16-21 in Michael County have difficulty finding jobs. For each problem you identify, <br /> complete a separate Problem Identification and Analysis(Section II), Project Work Plan (Section III), and VISTA <br /> Volunteer Assignment Description(Section IV). Make as many copies of these sections as you need. . <br /> 1. Provide an overview of the purpose of the VISTA project to Include: Overall population statistics of the service area; <br /> percentage of low-Income people;what VISTA Volunteers are requested to do;how the low-Income community will <br /> benefit from the VISTA project. <br /> The VISTA volunteer will address ways to better utilize and coordinate the availably <br /> C.A.T. (Coordinated Agency Transportation) vehicles in serving low income, handicapped, <br /> and elderly clients for essential community services in Rural Orange. Overall County <br /> population -as-.:. 90,000 with 40,000 living outside Chapel Hill--Carrboro transit area. <br /> An estimate is 5,000 low income families reside in this area. <br /> 2.State In quantifiable and measurable terms the specific problem the VISTA project will address,Including the number <br /> of low-Income people directly affected by the problem. <br /> It is estimated that 500 low income families in Rural Orange County have <br /> transportation problems to essential community services. The projected trip demand <br /> for the low income family should be 1,224 per day yet current level is estimated at <br /> 775 trips (63.3%). <br /> 3.If VISTA Volunteers will be esslgned to organizations other than yours,list those organizations,and provide a letter <br /> of support from the Board of Directors of each organization. <br /> 4.If other organizations are addressing the problem described In number 2,Indicate any plans to coordinate the VISTA <br /> Project with these organizations. <br /> vi The human services Transportation Board composed of C.A.T. Agencies (OCCHS,JOCCA, <br /> CPC Mental Health Center,. per y) is concerned about the 'utilization of transportation <br /> to more eligible low income persons.
