2 <br /> WHEREAS, other short-term alternatives fall short of the projected <br /> water needs of the entire County (Capacity Use, p:31) ; and <br /> WHEREAS, the Orange County Planning Board has stated as a general <br /> policy that, "prime reservoir sites should be designated, based on an <br /> evaluation of water resources throughout the County. .." (O.C. Water and <br /> Sewer Policy, 12/10/87) ; and <br /> WHEREAS, the Orange County Water Supply Study has observed that only <br /> two sites have the potential for meeting the future raw water needs of the <br /> County: Corporation Lake Expansion, and Eno River above McGowan Creek <br /> (Water Supply Study, S-3) ; and <br /> WHEREAS, the cost of expansion of reservoir holding capacity at <br /> Corporation Lake is estimated to be $24,600,000, resulting in a cost per <br /> gallon of $2.89 (compared to a total cost of $14,600,000 for the Revised <br /> Seven Mile Creek Reservoir plan, at a cost per gallon yield of $2.12) ; and <br /> WHEREAS, the building of an enlarged facility at Corporation Lake <br /> would require the purchase of 1150 acres of land and the removal of <br /> several structures recognized as having historical significance (Water <br /> Supply Study, p.5-12) ; and <br /> WHEREAS, the effective capacity of a reservoir at Corporation Lake is <br /> expected to decrease over the safe yield period due to build up of <br /> siltation caused by relative lack of forestation along its perimeter; and <br /> WHEREAS, the construction of a new reservoir above McGowan Creek is <br /> estimated to cost $24,600,000, which does not include costs of purchasing <br /> existing Corporation Lake facilities, nor does it take into account the <br /> likelihood of costly and time-consuming litigation to achieve the removal <br /> of several historically significant structures (Water Supply Study, <br /> p.5-25); and <br /> WHEREAS, the maximum capacity of the expansion of a reservoir above <br /> McGowan Creek is 4500 MG, with a 20 year safe yield of 12 MGD, at a cost <br /> per gallon of $2.43 (compared with a maximum storage of 4900 MG and a 20 <br /> year safe yield of 8 MGD, at a cost of $2.12 per gallon yield for the <br /> Revised Seven Mile Creek Reservoir); and <br /> WHEREAS, the Revised Seven Mile Creek Reservoir is designed in such <br /> a manner as to provide significantly greater storage capacity (4900 MG <br /> compared to 2070 MG) than the previously proposed concept; and <br /> WHEREAS, the Revised Seven Mile Creek Reservoir will insure the <br /> natural habitat of the area by a wildlife mitigation plan, which entails <br /> the acquisition of easements to Duke Forest lands, thus preserving them <br /> for ecological posterity; and <br />
