In this case the additional staff requirement could be met by placing deserving teachers and Staff members, who are interested, on a 12 month salary base to supplement their teaching income. Pubic use could be scheduled as necessary to meet the demand. Public participants should be required to pay a use fee to defray the operation and maintenance costs. This project could be accomplished through sound and prudent fiscal planning without an increase in taxes above the current level . According to statements attributed to Commissioner Moses Carey, the Board would drop the greenways for now because the people were upset and confused. The Board still supported the greenways and would work on the issue later. The real objective was to preserve land as urbanization moves out. The Master Recreation and Parks Plan was merely a guise, a ruse, a means to an end. Recreation , like motherhood , means a nice cover for a conspiracy. So the real objective and motive is power. The power to control all land use and development in rural orange county. The greenway concept was an excellent plot for if successful it would give the county complete control of all surface water and adjacent land. Property owners would no longer have a vote. Ownership of private property would be subverted, The yreenway concept will be dropped for now, and other mechanisms will be used. Special ordinances will be quietly passed..
