RESOLUTION OF SUPPORT <br /> FOR WELFARE REFORM, FAMILY SECURITY ACT, (S. 1511) <br /> WHEREAS, the United States Senate is considering the <br /> Welfare Reform, Family Security Act, (5.1511) sponsored by <br /> Senator Daniel Moynihan; and <br /> WHEREAS, the Family Security Act includes the National <br /> Education, Training and Work Program (NETWork) which requires <br /> all adults who receive family support supplements, which <br /> replace aid to families with dependent children (AFDC) <br /> payments, to participate in NETWork; and <br /> WHEREAS, the Family Security Act includes day care and <br /> transportation assistance, work incentives through increased <br /> income, Medicaid transitional extension and benefits improve- <br /> ments; and <br /> WHEREAS, the cornerstone of the Senate bill is child <br /> support enforcement through mandatory wage withholding; and <br /> WHEREAS, the Job Opportunities and Basic Skills (JOBS) <br /> Program is a component of the Family Security Act which would <br /> allow states to create and operate their own education, <br /> training and employment programs for long-term recipients and <br /> coordinate with other work-related programs such as JTPA; and <br /> WHEREAS, the National Association of County officials, <br /> the American Public Welfare Association and the nation's <br /> governors have identified welfare reform as a priority for <br /> the 100th Congress; <br /> NOW, THEREFORE, BE IT RESOLVED that the Orange County <br /> Board of Commissioners supports Welfare Reform, Family <br /> Security Act, (S. 1511) and urges its timely consideration by <br /> the United States Senate. <br /> This the 4th day of April, 1988. <br /> 4:1(Y/ <br /> Shirle Marshall, Chair <br /> Board of County Commissioners <br /> ATTEST: <br /> - - - ' ! �� <br />
