All such test- <br /> ing shall be at the County ' s expense . <br /> d) The County ' s engineer shall provide construction <br /> stake out and supervision. <br /> e ) All construction shall be performed by a contrac- <br /> tor licensed to perform this type of work in North <br /> Carolina . <br /> 2 . The County shall bear the total cost of all water <br /> and/or sewer construction within the Project and the <br /> total cost of all water and/or sewer construction <br /> required to extend service to the Project . <br /> D. Post-Construction Conditions: <br /> Before the Town will allow water to flow to the Project or <br /> permit use of the Town sewer system to serve the Project, County <br /> shall : <br /> 1 . Furnish the Town two copies of the record drawings , <br /> together with <br /> a) the contractor ' s affidavit that the drawings ac- <br /> curately represent the as-built improvements , and <br /> b) a certificate of compliance executed by the en- <br /> gineer of record indicating that work has been <br /> performed in substantial compliance with the ap- <br /> proved plans and specifications. <br /> 2 .
