Hsu
ORANGE COUNTY
BOARD OF COMMISSIONERS
Action A enda
Item No. I4
ACTION AGENDA ITEM ABSTRACT
Meeting Date: APRIL 4, 1988
SUBJECT: TOWN OF HILLSBOROUGH WATER AND SEWER EXTENSION CONTRACT
DEPARTMENT: HOUSING/COMMUNITY PUBLIC HEARING: Yes No
DEVELOPMENT
ATTACHMENT(S) : INFORMATION CONTACT: TARA FIXES
CONTRACT
TELEPHONE NUMBER:
Hillsborough - 732-8181
Chapel Hill - 968-4501
Mebane - 227 -2031
Durham - 688-7331
PURPOSE: To approve the draft of the Town of Hillsborough Water and
Sewer Extension Contract.
BACKGROUND: The Housing and Community Development is preparing a CDBG
application for the Rencher Street Community just North of the
Town of Hillsborough. The area is north of the Highway 70
Bypass and generally east of the intersection of Highway 86
and Highway 57. In the application, the County is seeking to
correct the serious public facility deficiencies in the pro-
ject area, which include serious water and sewer needs. The
Community is presently served by the Town of Hillsborough
water system, however, the water lines are deteriorating and
inadequately sized. This has resulted in frequent disruption
of water services and inadequate water pressure. Some units
also have no water supply. Additionally, the area is not
served by a public sewer system. Some units have malfunction-
ing septic tanks and others have no bathroom facilities and
rely on outside privies.
The Department is seeking CDBG funds to replace inadequately
sized water lines and provide public water and sewer services
to those homes which lack water and sewer facilities. All
water and sewer improvements would be owned and maintained by
the Town of Hillsborough and will be designed in accordance
with the specifications of the Town. In order to accomplish
this task, it will be necessary to request approval from the
Hillsborough Town Board for the Water and Sewer Extension
(from their present system) and execute a written contract
approving the extension.
