141 <br /> Abstract <br /> • <br /> Purpose: To submit a proposed policy on smoking in county <br /> facilities to the Board. <br /> Background: In May, 1987 the Health and Medical Care Advisory <br /> Council submitted a resolution to the Board which would have banned <br /> smoking in all county facilities. The Board asked the <br /> Administration to survey County employees on smoking before <br /> adopting that resolution or taking any other action. A survey of <br /> county and non-county employees was conducted in the fall of 1987 <br /> by an employee committee. The findings were presented to the Board <br /> at the November 2 meeting. At that time, the Board asked the <br /> Smoking Survey Committee to reconvene and analyze the findings and <br /> draft a policy based on the results. The Smoking Policy Committee 's <br /> recommendation is attached. The rationale for the recommended <br /> policy is also explained. <br /> Recommendation: Review and adopt the proposed policy. Note: The <br /> proposed policy has been sent to the attorney for the county for <br /> his review and comment. <br />
